Putting people first, paying close attention to the well-being of the people to solve prominent problems relating to there vital interests, which are the necessary requirements of the scientific and harmonious development. Since the policy of rejuvenating the old industrial bases in northeast China has been implemented, in Jilin province the economy develops rapidly, the society is harmonious, the people’s lives improves continually.

■Employment

Jilin province made some achievements in the job creation and employment reform.

Since 2004, Jilin province held a series of activities to promote employment by creating jobs. Accumulative total of 540，000 labor forces employed or reemployed. From 2005 to 2006, the government invested to create 71,100 jobs. Till to the end of 2006, the employees in the province has increased to 181,000, there was 450,000 new urban employees. 31，000 zero employee family achieved that one at least has been employed.

In 2007, Jilin province planned to create 35,000 commonweal jobs, to totaled 100,000. at the same time, Jilin province will implement the training plan for young members of the right age from subsistence allowance needed family policy. At the appointed time, in Jilin province there will be no family that none of the members has his work more than three months. At the end of the year, zero employee family will be zero.
